Our name, BAROS, reflects a five-pillar framework – a structured methodology for capacity building, systems strengthening, and institutional transition across health, surveillance, supply chain, and emergency response.

Every engagement we run, regardless of sector or country, moves through these same five pillars.

Establish the foundational systems, skills, and structures programs need: training, infrastructure, and institutional capacity.

AMPLIFY — Are we communicating impact?

Identify and address challenges proactively through bottleneck analysis, risk mitigation, and continuous quality improvement.

OWN — Do local leaders control the future?

Empower local leaders and organizations to take ownership, with clear transition plans, data sovereignty, and government-led implementation.

SUSTAIN — Will it last without donor dependence?

Ensure long-term, repeatable capacity beyond BAROS support through co-investment, budget integration, and workforce retention.
